The Kodiak Island Housing Authority (KIHA) is soliciting written proposals from responsive and responsible vendors for the delivery and assembly of two (2) cabin packages at the Native Village of Afognak’s “Dig Afognak” camp site on Afognak Island.
Questions received
- In order to accurately forecast the duration of labor hours to construct, please provide the following plans and specs:
- The 2 cabin packages. If there are manufacturer’s suggested instructions for the construction of them, please provide as well.

- The pile foundations for each building
- Contractor to supply appropriate piles for post and hole foundation. Loader with auger attachment available for contractor use, to drill holes and move backfill (beach sand).
- Cabins were supplied with pier pad foundation, which is not appropriate for the site conditions.
- The tongue and groove plywood flooring.
- ¾” CDX, contractor supplied.
- Flooring included with the packages is unusable, having been damaged in storage.
- Plywood siding for gable ends were also damaged, and will need replaced by contractor
2. Is there any electrical or plumbing components to this project?

- There are no electrical, plumbing or interior finishes to this project
3. There is not a mobilization / demobilization pricing portion to the RFP’s “Total Not To Exceed Form”. Will mobilization be paid separately, not to be included in this proposal?

- Contractor is responsible for mobilization/demobilization of materials, equipment and labor.
4. On the “Total Not To Exceed Form”, why are the Carpenter’s and laborer’s unit prices and hours listed twice under each cabin?

- Multiple line items for carpenter and laborer have been provided to distinguish between different rates of pay, if applicable. Add or skip line items as needed
5. For Consumable Materials, what is the Owner expecting for this line item pricing? Does each building package include all fasteners, etc. to construct each of the cabins?

- SBS states packages include all required consumables for assembly, however, it is incumbent to the contractor to verify
6. We assume the hourly labor rates shall include Per Diem, please confirm. The Per Diem portion was left out of the “Db-Wage-03_14_2025.pdf” document in the bid package.

- Contractors must comply with the Davis-Bacon Act (DBA) prevailing wage requirements, including the applicable fringe benefit rate.
- If fringe benefits are provided, they must be itemized separately in the proposal and comply with DBA regulations.

- If no bona fide fringe benefits are provided, the total prevailing wage (base wage + fringe) must be paid as an hourly wage.

- Per Diem (Lodging, Meals, and Incidentals)
- Per diem for employees traveling to the project site is not included in prevailing wages under DBA but may be reimbursed separately.
- If the contractor seeks per diem reimbursement, it must be listed as a separate line item in the proposal and must not exceed the current GSA per diem rates for Kodiak Island, AK (available at www.gsa.gov).
- If the contractor chooses to include per diem costs within the hourly wage rates, this must be clearly stated in the proposal.
- All per diem reimbursements shall be documented with daily per diem logs or receipts as required.

7. Page 8 is blank in the RFP. Is this intentional?

8. Pages 18-19 of the RFP are a contract for the Woodside Manor Apartment Rehabilitation Project. Is this meant to be an example for the contract for this Dig Afognak Cabin project?

- We do not see this on our end. It may have been a document that was unintentionally uploaded but has since been removed. If this is still found to be an issue, we request the document be sent to [email protected] so that we may remedy the confusion
9. Please provide a list of the “limited facilities” for the housing, restrooms, and bathing of the personnel. Will the crew have their own cabin? Is the banya and outhouses available for use by the crew?
- NVA cabins, banya and outhouse is available for contractor use
10. Which, if any, cabin kit add-ons are being purchased with the kits? Decks, stairs, siding, etc. There are many optional assemblies available with these kits, and it would be helpful to know what specifically is being sourced by NVA. Can the kit quotes/cutsheets be provided pre-bid?

11. What are the weights, dimensions, and break-outs of the kits? Will need for transport

- The 2 cabin packages were received mixed together from SBS. They have since been broken down for handling and are stored in an NVA yard in Kodiak. Contractor to verify dimensions.
12. What height off the ground are the cabins to be?

- No minimum. Many existing cabins on piling foundations are ~24″ above the ground.
13. Are there any specifications for the pilings, foundations, etc.. The kits are shown in the SBS catalog as timber beams spanning pre-cast concrete pier pads.

14. Do the pilings need to be treated-creosote pilings? What dimension? and how many?

- Pilings should be appropriate for ground embedding. Spacings as called for in SBS instructions.
15. Do the pilings need to be cast in concrete? How deep are they to be set?

16. Are there any permitting, 3rd party inspections, engineering, or code requirements associated with this work?

17. How many workers can the “limited lodging” accommodate? Is this provided, or does it need to be factored into the quote?

19. How far from beach/dock access is the build site? Is it assumed all materials can be hand transported?

- Cabin locations will be determined after KIHA visit this spring. Skid steer loader available for material handling.
20. Will the contractor be responsible for waste disposal from all construction activities?

- NVA has a burn area. anything that cannot be burned should be backhauled.
21. Can non-hazardous building waste be burned in a controlled manner?

- Yes, see response to question 20.
22. Are there any archeological limitations with excavating at this site?

- None, per NVA.
23. Shall there be no on-site work performed between June 25th and August 6th? Since we are being gauged on “estimated timeline of completion”, should these dates be excluded from that timeline?

- Camp is in session June 26th – August 5th, and no work is allowed during this period.
